The Impact of Decentralization and Privatisation on Municipal Services

When assessing the impact of the reforms, the various social partners have different perspectives. These differences are reflected in the focus of the studies on the effectiveness of decentralization and privatization. Whereas most studies are centred on the provision of public goods and services, their quality, cost and efficiency, this report will examine the impact of decentralization and privatization on the workforce delivering public goods and services at the municipal level. Thus the report will highlight the consequences for employment and working conditions, while also showing that there have been repercussions on the quality and efficiency of delivery.
